Mr. Anderson was appointed to his current position in April of 1996. He has been with the MAC since April of 1981 and has held the positions of Manager/Noise Abatement, Assistant Director of Operations, Airport Director and Director of Airports. In his current position he is responsible for the day to day operations of the MAC’s system of seven airports to include Police, Fire, Field and Building Maintenance, Airside and Landside Operations, and Reliever Airport Management. Mr. Anderson has a Bachelor of Arts in Social Science from the University of Minnesota, Duluth; Masters in Business Administration from the University of North Dakota; and a Master of Arts in Public Administration from Webster College, St. Louis, Mo. Prior to joining the Metropolitan Airports Commission, Mr. Anderson spent over 10 years as a pilot with the United States Air Force and in May of 2000 ended 20 years of participation with the USAF Reserve, retiring in the rank of Colonel. Mr. Anderson is Vice Chair of the Airports Council International (ACI) World Standing Security Committee, was the 2006 chair of the ACI-North America Public Safety and Security Committee and also is a member of the American Association of Airport Executives, Military Affairs and Transportation Security Committees.

Paul began his career working for UPS part time while he was a Police Officer in the City of Maumee Ohio. He was hired full time by UPS and worked his way through the operational side of the business and then into security. He worked in all of the security related functions for the ground operations as well as a variety of special assignments. Paul then moved to the Airline as the Security Manager where he covered the security responsibilities for ACMX and flight operation, both Domestic U.S. and International, as well as the charter passenger service that UPS operated at the time. He also covered the Cargo and Brokerage side of the business. He was then promoted into his current position as Director of Aviation Security. He is a graduate of the University of Toledo and sits on many of the Security Committees and Councils in the airline community.

Geoff Askew is the Group General Manager, responsible for Security and Business Resilience for the Qantas Group of Companies, a position he has held for the past 14 years.

Prior to that he was the Head of Security for Australian Airlines.

Geoff had a career with the Australian Defence Force and the Victoria Police before joining the airline industry in 1988.

He is a past Chairman of the International Air Transport Association (IATA) Security committee and Chairman of the Association of Asia Pacific Airlines Security Committee and the One World Alliance Security Committee.

Geoff is a member of the Australian Government’s Aviation Security Advisory Forum, the National Centre for Security Standards, as well as being the Transport Sectors representative on the Australian Governments Critical Infrastructure Advisory Council. Following his military service Philip Baum was a liaison officer between the peacekeeping forces serving on the border between Israel and Egypt and the Israel Airports Authority. On returning to the UK, he joined TWA’s security subsidiary. From Duty Manager at Heathrow he moved to TWA’s International Division HQ where he ultimately became Manager of Security Training and Auditing, until he left in February 1996 to establish Green Light Ltd.

Green Light runs Hijack Management (“Violence in the Skies”) and Profiling (“The Art of Profiling”) seminars for general participation, and delivers Train-the–Trainer courses on Disruptive Passenger Management & Restraint and Inflight Security for individual airlines, often including full-scale hijack exercises.

One of the company’s most popular products is its Passenger Profiling course. Philip advocates that profiling is the most important security technique in the aviation security screening process.

Philip is an IATA security instructor and has developed and run programmes for IATA around the globe.

He is the Editor of “Aviation Security International”. Mr. CHAU is the Executive Director of Aviation Security Co. Ltd. (AVSECO) Hong Kong. He has a police background, having served in the Hong Kong Police for 34 years. In 1997, while he was a Senior Assistant Commissioner of Police, Mr. CHAU was seconded and tasked to set up AVSECO at the new Hong Kong International Airport. Under his direction and leadership AVSECO has developed into an internationally recognized elite aviation security organization. In March 2002, Mr. CHAU returned to the Hong Kong Police Force and served as the Director of Crime & Security. In June 2004, he retired from the Police Force and re-joined AVSECO as the Executive Director.

As the Executive Director of AVSECO, Mr. CHAU is the Director of the company’s Aviation Security Academy which is also the Training Centre for ICAO and IATA. After a police career in the UK for nine years, Cowan moved to Australia and has written for the Sydney Morning Herald, Sun Herald, the Bulletin magazine, and appeared on national television and radio. DAVIS, Rich

Rich Davis is the Managing Director of Corporate Security with the Corporate Safety, Security, Environment and Quality Division at United Airlines. He has been with United since May of 1978.

Rich has spent the last 20 years in the Corporate Security Department at United Airlines, where he manages the broad range of aviation security issues surrounding the airline and the airports through which United operates. This involves working in close partnership with the federal, state and local governments and in concert with airport authorities and other airlines. He is a member of the International Air Transport Association (IATA) Security Committee and the Air Transport Association (ATA) Security Committee. He is currently the Chairman both the ATA Security Committee and the IATA Security Committee. Rich is also a member of the U.S. State Department’s Overseas Security Advisory Council (OSAC) and the FBI’s Domestic Security Alliance Council (DSAC).

Prior to his appointment as Managing Director of Corporate Security, Rich served as a Director and Manager with the Security Department. He has also served as a Senior Staff Representative and Coordinator with Security. He was selected as a member of the team that produced the Baseline Working Group Report in 1996 and was also an original member of the FAA Security Equipment Integrated Product Team.

Rich is a graduate of DePaul University where he earned a Bachelor of Arts Degree in History. He has traveled to twenty-nine countries. He and his wife are the parents of three children.

DROR, Dr. Itiel

Dr Dror is a Senior Lecturer at the School of Psychology at the University of Southampton (UK) and is a member of IST/44 WG6 Panel on Societal and Cross Jurisdictional aspect of Biometrics. He holds a doctorate in cognitive neuroscience from Harvard University (USA) and specializes in the fields of perception, judgement & decision making, technology & cognition, training & skill acquisition, and expertise & human performance.

Dr Dror’s interest and experience is in taking scientific knowledge and theoretical academic models, and translating them to practical ways to improve and affect human performance and decision making in the workplace. Much of his applied work is in the biometric & forensic domain, and relates to the use of technology in security, policing & cognition, identification in criminal cases, and how to change behaviours and cognition through training and technology. Dr Dror is the editor of the special journal series on Technology and Cognition.

Dr Dror has conducted research and consultancy to numerous organizations, including the UK Identity and Passport Services, USA Air Force, a variety of police forces in the UK and in other countries. He has also worked with a host of commercial companies (such as IBM, Orange, PricewaterhouseCoopers, Prudential, and Deutsche Bank).

DUNLAP, Ken

Ken Dunlap is the Director of Security, North America, for the International Air Transport Association. He is responsible for directing and overseeing the Association's policy development and relationships with US and Canadian airline security regulators. Prior to joining IATA, he served as Manager of Homeland Security Programs for United Airlines and helped the airline recover from the events of 9/11. He a leader in developing information sharing and critical infrastructure protection programs for the industry and has written extensively on the subject.

Ken is professionally trained and educated in counter-terrorism, unconventional warfare, and military strategy. He has served as an expert on the protection of transport category airplanes from terrorists armed with MANPADS to the National Defense University. He has worked with several National Laboratories and agencies to explore next generation sensor systems to protect transportation critical infrastructure from chemical, biological, and radiological agents.

His Hill experience includes working as a personal staff member to the Chairman of the House International Relations Committee, Clem Zablocki (D-WI). He holds a M.A. in National Security Studies and B.A. in Government from Georgetown University.

EDWARDS, John

John M. Edwards is Head, Cargo Security with responsibility for aviation and Customs security strategy and policy, and Project Leader Secure Freight – a new supply chain security quality assurance program intended to deter and disrupt potential acts of terrorism and crime - at IATA, based in Geneva. He is a member of the Cargo Leadership Team and reports to the Global Head of Cargo. John is a founder and co-leader of ACSIF (Air Cargo Security Industry Forum), which is an informal interest group established in June 2007. It now has with 26 stakeholder association members. John participates extensively in government / industry consultations and significantly influences developments in regulation and best practice.

John has been at the forefront of cargo security developments for the past 11 years. Prior to joining IATA, John worked for British Airways Corporate Security where he was responsible for cargo security and quality assurance. He was a core member of the cargo crisis management team during 09/11 and its aftermath and has in depth experience of risk management disciplines.

ELAMIRI, Mohamed

Mr. Mohamed Elamiri has been the Chief of the ICAO Safety and Security Audits (SSA) Branch since its establishment in 2006. Prior to this appointment, Mr. Elamiri served for eight years as the Director of the ICAO Air Transport Bureau (ATB). He was also formerly the Representative of Morocco on the Council of ICAO from 1993 to 1997, after serving for fifteen years as Head of the Air Transport Division of the Moroccan Directorate of Civil Aviation. As Chief of the SSA Branch, Mr. Elamiri manages and oversees the implementation of ICAO's Universal Safety Oversight Audit Programme (USOAP) and Universal Security Audit Programme (USAP). Additionally, since January 2008, Mr. Elamiri manages the work of the Implementation, Support and Development Section, which is the focal point for assistance to States in the field of safety and security.

FARKUS, Cindy

Cindy Farkus serves as the Assistant Administrator for the Office of Global Strategies (OGS) at the Transportation Security Administration (TSA), after serving as the Deputy Assistant Administrator since December 2007. OGS is working proactively with foreign partners and overseas transportation operations affecting the U.S. Ms. Farkus oversees the agency’s transportation security administration representatives (TSARs) and International Industry Representatives (IIRs) who work closely with foreign governments and industries to improve international transportation security, as well as a cadre of aviation security experts.

Ms. Farkus is a 29-year veteran of the National Security Agency (NSA), where her previous assignments involved guiding and directing new organizations as they rose to meet new challenges. She served in many capacities, including serving as the Chief of Staff of an NSA operations center in San Antonio, Texas; as Executive Assistant to the Director of the National Security Agency; and as a Special U.S. Liaison Officer in Ottawa, Canada. From 2005 until her appointment to OGS, she served as the Assistant Deputy Director for Analysis and Production. In this role, she led a worldwide enterprise in providing products and services to military, national, and policy-level decision-makers.

Ms. Farkus is a graduate of the University of Maryland Baltimore County with a bachelor’s degree in Economics and certificates in Accounting and Finance. She has completed leadership and change management courses with the Massachusetts Institute of Technology, Kellogg School of Management, and Center for Creative Leadership. She served four years in the U.S. Air Force, including an assignment to NSA as a Russian linguist/analyst.

Mike Golden is TSA’s Assistant Administrator, Operational Process and Technology. In this role, he serves as the agency’s Chief Technology Officer overseeing the implementation and development of security technologies across several modes of transportation. Mike has a proven track record of deploying practical technology security measures that can be quickly implemented, and several of the checkpoint improvements he brought forward after 9/11 are in broad use today.

In December 2006, Mike joined TSA from Southwest Airlines, where he most recently served as senior director of Airport Security Technologies. In his 20-plus years at Southwest, he started the airline’s Technical Services Department, created its first centralized purchasing system and created the carrier’s Airport Security Technology department. He is well-known in the industry and has participated on several government committees and panels, including TSA’s Scientific Advisory Panel and Bag Screening Investment Study. He also has worked with the departments of Defense and Energy on cargo and port security technologies.

Rohan Gunaratna is the Head of The International Center for Political Violence and Terrorism Research (ICPVTR) and a Professor of Security Studies at the S Rajaratnam School of International Studies, Nanyang Technological University in Singapore. A Member of the Steering Committee of George Washington University's Homeland Security Policy Institute, Gunaratna is also Senior Fellow both at Fletcher School for Law and Diplomacy's Jebsen Centre for Counter Terrorism Studies and the Memorial Institute for the Prevention of Terrorism, Oklahoma. A former Senior Fellow at the United States Military Academy's Combating Terrorism Centre at West Point, he holds a masters in international peace studies from Notre Dame, US, where he was Hesburgh Scholar and a doctorate in international relations from St Andrews, Scotland, where he was British Chevening Scholar. Invited to testify before the 9-11 Commission on the structure of al Qaeda, Gunaratna led the specialist team that built the UN Database on al Qaeda, Taliban and their Entities. He debriefed detainees in the U.S., Asia, Middle East, including high value al Qaeda detainees in Iraq. He served as trainer for law enforcement, the intelligence community, and the military. He served as counter terrorism instructor for GIGN, CTSO, D88, US NAVY SEALS, Swiss Federal Police, NYPD, and the Australian Federal Police. He conducted field research in conflict zones including in Iraq, Algeria, Egypt, Israel, Indonesia, Thailand, Philippines, Sri Lanka, Bangladesh, Kashmir, Pakistan, Afghanistan, Uzbekistan, and Colombia.

Author and editor of 12 books including “Inside Al Qaeda: Global Network of Terror” (Columbia University Press), an international bestseller, Gunaratna is also the lead author of Jane’s Counter Terrorism, a handbook for counter terrorism practitioners. His latest book with Michael Chandler, former Chairman of the UN Monitoring Group into the Mobility, Weapons and Finance is "Countering Terrorism: Can We Meet the Threat of Global Violence?” He also serves on the editorial boards of "Studies in Conflict and Terrorism" and "Terrorism and Political Violence," the leading academic journals in the field, and on the advisory council of “Policing, Intelligence and Counter Terrorism.” A litigation consultant to the U.S. Department of Justice, Gunaratna was United States expert in the Jose Padilla trial.

HEDLEY, John

John Hedley was for 25 years a British Diplomat, working in Sweden, South Africa, Spain and Mexico. He moved to the private sector in 2000, to put in place the first European cross-border anti hi-jacking police response service now known as Eurowatch (www.eurowatchcentral.com). In 2003 he joined Nestlé, the world’s largest food company, as their first Head of Group Security, based at the international HQ in Switzerland. He introduced modern corporate security practices to this major multinational, with over 1,000 sites and 250,000 employees spread across the entire world.

In June 2008 he joined the International Air Transport Association (IATA) as Head of Global Security and Travel Facilitation with the remit of building upon and giving a higher political profile to the excellent work being done by the IATA Security and Facilitation team. He has introduced a new Security and Travel Facilitation Strategy, designed to deliver greater harmonization and coherence in place of the inconsistent, disproportionate and costly security measures that currently affect passengers and cargo.

He is in charge of regulating civil aviation operations, overseeing the aviation safety system and developing aviation technologies in Korea, and over 800 of his employees are responsible for promoting the aviation safety and security, advancing airport facilities and air navigation services.

He joined the Ministry of Transport in 1984, and has taken a chief roll in developing national aviation policy and economy as Director for Aviation Policy Division in 1999, and in extending open skies agreements with various countries such as China, Thailand, Vietnam, Ukraine as Director General for Aviation Transport Policy Bureau in 2006.

Besides, he has taken several positions in charge of various transport areas such as Director for Land Transportation Planning Division in 2001, Director General for Railroad Bureau in 2005 and Assistant Minister for Urban Transportation Office in 2007.

Mr Lim has over 30 years of aviation and air navigation experience in both civil and military aviation. Under his leadership, CAAS achieved several key milestones such as the smooth operations at the new Terminal 3 of Singapore Changi Airport; and the lead role taken in the development of the tamper evident bags for (Liquids, Aerosols and Gels) LAGS with ICAO, and promoting safe and cost efficient air navigation services through using new technology such as LORADS III to achieve a quantum leap in air navigation services.

A qualified F16 pilot, Mr Lim held many principal appointments in the Republic of Singapore Air Force (RSAF) including the Head of Air Intelligence Department, Head of Air Operations Department and Commander of Tengah Air Base. In 1998, he was appointed Chief of Staff (Air Staff) of the RSAF, and subsequently as the Chief of Air Force from April 2001 to March 2006. He later joined CAAS as its Senior Deputy Director General in May 2006, and took over as Director General and Chief Executive Office in July 2007.

Mr Lim has also served as Director in Singapore Technologies Aerospace, Singapore Aerospace Manufacturing, The Ascott Group; and Board Member for several government statutory boards in resource and urban development. He is concurrently Board Member, Changi Airports International, a wholly-owned subsidiary of CAAS that manages and invests in airports worldwide.

Mr Lim was the recipient of the Singapore Armed Forces (Overseas Scholarship) in 1977 and graduated from the University of Loughborough, United Kingdom with a 2nd Upper Honours in Bachelor or Science. He also obtained a Master of Science (Management) degree from the Massachusetts Institute of Technology. Jim Marriott is the Acting Director General, Aviation Security, Transport Canada. In this capacity, Jim is the senior Transport Canada official responsible for policy and regulation development, oversight and enforcement, program operations, consequence management, international technical liaison and leadership of Canada’s national aviation security program.

With over 22 years of experience in transportation security, Jim has played a key role in shaping Canada’s transportation security legislation, regulations and programs from the aftermath of the Air India bombing in 1985 through leading the enhancement of aviation and other transportation security requirements following the Lockerbie and 9/11 attacks, and developing Canada’s regulatory framework to implement the International Maritime Organization’s International Ship and Port Facility Security Code.

As an internationally recognized expert in aviation security, Jim has been Chair of the International Civil Aviation Organization (ICAO) Aviation Security Panel on five occasions, is a member of the European Civil Aviation Conference Security Forum, a founding participant in the North American Aviation Trilateral and Asia-Pacific Economic Cooperation (APEC) transportation security initiatives, and has authored a number of articles on aviation security.

James B. Porter, Jr. is Chief Engineer and Vice President – Engineering and Operations for DuPont. Jim joined the company in January of1966 as a chemical engineer. He left in March of 1966 for a tour in the United States Army and returned to DuPont as a field engineer in April of 1968.

Jim has had more than 20 assignments during his 42 year career. They have ranged from a test engineer to a construction field manager and from a campus recruiter to a manufacturing director for DuPont’s Fluoroproducts business.

Jim was named vice president of Engineering on November 1, 1996. He became Vice President of Safety, Health & Environment and Engineering on February 1, 2004. He assumed his present position of Chief Engineer and Vice President – DuPont Engineering and Operations on July 1, 2006.

Captain Snyder’s professional career in aviation has spanned over 35 years and includes line and management responsibilities in flight training, flight operations, flight safety, ground safety, quality assurance, accident investigations, regulatory compliance and aviation security for both regional and major international passenger and cargo air carriers.

His professional experience has included appointments at the Check Airman, Director, Vice-President, Managing Vice President, and Senior Vice President levels of airline management. During this time, Mr. Snyders responsibilities have included the training of pilots in simulator and line operation environments, quality assurance auditing of flight operations and training, administration of Flight Operations Quality Assurance Programs, flight safety programme management, incident and accident investigations, corporate representation to regulatory and investigative agencies, coordination and execution of internal and external quality audits, as well as aviation security oversight both pre and post 9/11

The team building and leadership efforts have resulted in positive business value being added to their respective organizations through the development of strong relationships and confidence levels with customers, investors, insurance underwriters, trade unions, government regulators and commercial alliance partners. Captain Snyder graduated from the Purdue University Krannert School of Management in 1975 with a Bachelor of Science Degree in Industrial Management, as well as professional pilot certification from the University’s School of Aviation Technology. He returned to the academic community in 1994 to complete an Aviation Safety Management Certificate Program from the University of Southern California Viterbi School of Engineering. He returned to the university environment once again in 2001, twenty-six years after completing his undergraduate degree, to receive a Masters of Business Administration Degree from Embry Riddle Aeronautical University.

Captain Snyder has held industry positions with the Air Transport Association (ATA) Safety Council and Senior Advisory Committee, International Air Transport Association (IATA) Security Committee, IATA Operational Safety Audit (IOSA) Oversight Committee, Embry Riddle Aeronautical University College of Business Dean’s Advisory Committee and University of Southern California Viterbi School of Engineering Aviation Safety and Security Program Advisory Group.

He has been recognised for his contributions to aviation safety by the Associate Administer of the United States Federal Aviation Administration (FAA) as well as the Minister of the Korean Ministry of Construction and Transportation (KMOCT).

Mr. Snyder currently holds a First Class FAA Medical Certificate as well as FAA Type Ratings on the BAC 1-11, DC-9, MD-80, B-757, and B-767 aircraft. During his professional flying career, he has accumulated over 12, 000 incident and accident-free flight hours in both international and domestic airline operations

Ben J. Swagerman was born in Zeist in 1959.

After completing pre-university education (Atheneum-A) he studied at the State University of Utrecht, where he achieved his Master’s Degree in Business and Socio-Economic Law.

Mr. Swagerman joined the Ministry of Finance on September 1, 1984 as a policy employee. In the period between May 1985 and September 1988 he worked as a lawyer for Derks & Partners.

From October 1988 to September 1992 he served as a trainee judicial officer for the Ministry of Justice at the Den Bosch and Utrecht subdistrict courts. In October 1992 he was appointed public prosecutor in the district of The Hague. From July 1994 to September 1997 he served as public prosecutor in the court of first instance for the public prosecutor’s office in Curaçao, Netherlands Antilles. He also worked as project coordinator for the introduction of the new Code of Criminal Procedure for the Netherlands Antilles. From September 1997 to December 1998 he served as the public prosecutor (1st class) for the subdistrict court of Amsterdam. Subsequently, from December 1998 to June 2001, he served as a member of the executive board charged with responsibility for the personnel portfolio. From January 2000 he served as acting deputy chief public prosecutor for the police force in the “Gooi en Vechtstreek” region. From June 2001 to December 2002 he served as the Attorney General of the Netherlands Antilles. And from December 2002 to January 2006 he served as the chief public prosecutor in Roermond.

Mr. Swagerman joined KLM in February 2006 as Deputy Senior Vice President of KLM Security Services. Effective September 1, 2006, Mr. Swagerman was appointed Senior Vice President of KLM Security Services.

Mr. Swagerman fulfils the following additional functions: • Deputy Justice of The Hague Court of Appeal; • Deputy Honorary Justice of the Rotterdam District Court. • Member of the board of SCHC Hockeyclub in Bilthoven.

SWINNEY, Kevin

Kevin was appointed to his current position in February 2007. He has been with Sussex Police since 1987. He is currently responsible for Project Griffin at Gatwick. He was instrumental in adapting the concept of Griffin to the airport environment and the subsequent launch. Gatwick was the first airport in the world to adopt Project Griffin to enhance the protective security by enabling the workforce to assist detect hostile reconnaissance by would be terrorists/criminals. Prior to this role he was involved for 15 years with Police firearms as a tactical advisor and Instructor specializing in Close Protection, Dynamic Entry and Counter Terrorist deployments. His recent work has also included development of tactics, emergency and contingency planning and training for the airport policing effort.

VOORBACH, Nico

Captain Nico Voorbach started his carrier as a police officer in the Netherlands. In 1987 he became a police pilot with the Dutch National Police. In 1992 he joined KLM where he was promoted to be captain in 1993, he is currently flying the Boeing 777. In 1999 he became the Chairman of the Dutch ALPA security committee and in 2001 just after the attacks of 9/11 he was elected to be the Vice Chairman of the IFALPA Security Committee. In that function he is responsible for the international security representations at ICAO, IATA, ACI, etc. Since 2002 he is the IFALPA observer at the ICAO AVSEC Panel. He was part of the ICAO working group on amendment 11 for Annex 17 and of the working group on In Flight Security Officers. On behalf of the European Cockpit Association he is the representative in ECAC and at the Stakeholder Advisory Group on Aviation Security from the European Committee

Kwang Eui Yoo is a Professor of Aviation Planning & Management at Korea Aerospace University, South Korea. He was educated for the field of aviation planning and management from bachelor’s degree to doctoral degree as follows;

He has worked in his major area as a professor more than ten years with teaching practitioners in aviation industry as well as regular students in academic program, and conducting researches. He has taught university students subjects, such as, Airport Operation, Aviation Safety and Security, Airline Management, etc. Since 9/11 event, Dr. Yoo have been involved in aviation security system improvement in Korea. He contributed on establishing aviation security training program at Korea Aviation Safety Institute which is a subsidiary organization to Korea Aerospace University. He finished and was certified several ICAO AVSEC courses, and finally certified as Professional Avsec Manager. He has also worked as an ICAO Auditor for USAP program for 2003-2005 periods and conducted audits for two countries in Asia.
